Call description

NordForsk's aim is to promote efficient co-operation between the Nordic countries in research and researcher education of the highest international quality. The basis for NordForsk’s initiatives is national priorities as expressed in national programmes or in initiatives taken by the research councils, universities and other research institutions. As a means of performing this task, NordForsk hereby calls for NORIA-net projects.

The aim of the NORIA-net instrument is to create coordination activities leading to sustainable collaboration, synergy effects and joint investments within research funding and research policy on a Nordic level, e.g.:

  • Facilitate initiatives which on a long-term basis will lead to the reciprocal opening of national research funding opportunities to researchers from other Nordic countries
  • Develop the strategic planning and design of joint Nordic calls
  • Create planning synergies and disseminate best practices for national research funding management/administration in order to improve the basis for joint activities
  • Improve mutual understanding and develop joint priorities on research policy issues

  • The Citizens‘ Services
  • Turning Public-Private Outside-In
  • Nordic-Asian Research Funding Cooperation
  • The Nordic eScience Initiative
  • The Use of Bibliometrics in Research Policy and Evaluation Activities
  • Development of Peer Review in the Nordic Context - Nordic Network for International Research Policy Analysis
  • Nordic Research Infrastructure Network
Economic framework

Up to NOK 1.000.000 is available for each NORIA-net. Funding for the project is allocated as a single contribution for successful applicants. Collaboration costs directly connected to the coordination activity are eligible for funding. This does not include regular salaries and overhead for members of the co-ordinating group. The proposed budget must be based on real and direct costs.

The NORIA-net funding may be used for:

  • Planning activities aimed at launching joint calls within research and researcher training for related national programmes or new Nordic programmes, with virtual or real common pot
  • Activities aimed at gradual opening of national programmes for Nordic applicants
  • Coordination activities leading to thematic, disciplinary or structural Nordic cooperation within research, researcher training and research policy
  • Activities designed to improve mutual understanding and identify joint Nordic priorities on research policy issues
  • Exercises dedicated to mapping current national research funding instruments and procedures in order to develop joint Nordic procedures through an evaluation of best practice
Call conditions

Eligible participants are Nordic research and innovation financiers and/or policy makers involved in research funding, such as the national research councils, ministries etc.

The duration of projects will be 1- 2 years.

Projects must include partners from minimum three Nordic countries, however, with a preference to projects including partners from all the Nordic countries.

Evaluation procedure

Projects will be evaluated administratively at the NordForsk secretariat. The secretariat will use external advice when deemed necessary.

The evaluation of applications is managed according to the following criteria:

Quality of proposal:

  • Soundness of concept
  • Quality and innovativeness of the project plan
  • Relevance to the call, as communicated in the call text and the associated instructions for applicants.

- Competence of the applicant(s) and project management
- Feasibility of the project plan/realism in relation to proposed resources
- Management structures and procedures
- Tentative work plan
- Planned involvement of relevant partners in the project Intended outcome and potential impact:
- Expected outcome of the project
- Potential impact – in relation to the NORIA-net aims
- Level of ambition
- Plans for dissemination of results and for user contact

As a general rule the application should take into consideration ethical questions of relevance to the project.

NordForsk will pave the way for participation of both men and women in its activities and always make an effort to increase the participation of minority gender.

Applicants will be informed of the outcome of the evaluation approximately 15 weeks after the application has been submitted.

The NordForsk Board makes the final funding decision.
